Objective of the Project is to foster accountability in the National and local assemblies. The purpose is to bring MPs and local assembly representatives closer to their electorate, improve practices and transmit experiences from the national to the local level in terms of oversight and representation tools and close the accountability circle towards citizens.
ReLOaD builds on the good practices of the Reinforcement of Local Democracy (LOD) project, another initiative financed by EU, which also represents the replication model in other Western Balkan countries.
The initiative represents a framework package of support to the Ministry of Public Administration and Local Self-Government (MPALSG), focusing on select priority areas of assistance to the MPALSG, also leaving room for responding to requests for expert and operational support on an ad-hoc basis.
This project has a three-fold purpose: to develop the capacity of scrutiny teams; to improve the Parliament’s outreach to citizens, especially at the local level, with emphasis on oversight/scrutiny mechanisms and to pilot successful outreach mechanism in local assemblies; to develop a system for real-time tracking of the State budget expenditure in the Parliament.
The overall objective of the project is to drive the public finance reform increasingly as a management reform, with focus placed on good and efficient management of institutions as opposed to creation of additional bureaucratic features in the public finance sphere for risk mitigation.
