State Audit Institution: Performance Measurement Framework in Monitoring Achievement of Sustainable Development GoalsAug 18, 2017
Mr. Einar Gorrissen, Director General of the INTOSAI Development Initiative (IDI), held presentations on SAI Performance Measurement Framework and role of SAI in monitoring of implementation of the Sustainable Development Goals (SDG), for the representatives of the State Audit Institution and its partners.
Members of the Council and Supreme State Auditors attended the first part of the presentations, while in the second part of the presentations Serbian SAI representatives were joined by Ms. Slavica Djukic Dejanovic, Minister without Portfolio in charge of Demographics and Population Policy and Head of the Inter-Sectoral Working Group for Implementation of the 2030 UN Agenda on Sustainable Development, as well as by representatives of the United Nations Development Program (UNDP) and Swedish International Development Cooperation Agency (SIDA).
In the opening speech, Mr. Radoslav Sretenović, Auditor-General, expressed his pleasure that Serbian SAI representatives had the opportunity to get acquainted with topical issues globally that relate to SAIs, and to discuss these issued directly with IDI, mission of which is to provide sustainable support to SAIs from developing countries, in order to improve their performance, independence and professionalism.
When it comes to SAI Performance Measurement Framework, Serbian SAI used the draft SAI PMF document when developing Strategic Plan for the period 2016-2020, while four employees from the Serbian SAI have successfully completed facilitator training for implementation of SAI PMF.
After introduction to SAI PMF and its benefits for SAI, Mr. Gorrissen spoke on how SAI PMF is used in practice and on support that IDI can offer to assessment teams using SAI PMF. Significance of the tool has been emphasized, because it is comprehensive, evidence based, determines SAI values and benefits for citizens and measures performance consistently in the long term.
In the beginning of the working session on SDGs, Ms. Slavica Djukic Dejanovic, Head of the Inter-Sectoral Working Group for Implementation of the 2030 UN Agenda on Sustainable Development, highlighted that in cooperation with the UNDP country office in Serbia, Inter-Sectoral Working Group would work on setting priority for the established 17 goals and on drafting National Program for Implementation of 2030 Agenda. "In order to use development opportunity being offered to us, we need the support of the State Audit Institution and the National Assembly of the Republic of Serbia, which have oversight role in this process", Ms. Djukic Dejanovic said.
Mr. Gorrissen clarified that INTOSAI came up with four approaches by which INTOSAI and SAI may contribute to implementation of Sustainable Development Goals. That can be achieved via audit of national systems for monitoring implementation of SDGs at the national level, performance audit of programs contributing to realization of SDGs, assessment and support to implementation of the Goal 16 (Peace, justice and strong institutions)
During the discussion, participants reviewed specific manners and steps in the future cooperation.
